Southern Africa HIV Prevention Campaign Establishment Adviser: Civil Society and Parliaments
 
Background
The "Movement for Prevention" has been established, with the primary target of reducing the number of new HIV infections in Southern Africa by 50% between 2010 and 2015 and an additional target of ending mother to child transmission of HIV.
 
The Movement, which was launched in July 2009, brings together representatives of the national Parliaments of the Southern African countries, through the SADC Parliamentary Forum, and key national-level, regional and global civil society organizations operating within Southern Africa, through the Regional African Network of HIV and AIDS NGOs (RAANGO) and others.
 
The Positions
The main purpose of these separate but related roles is to ensure that momentum is maintained at
equitable speed, and that the "Movement for Prevention" initiative has adequate administration and
coordination to sustain progress. These adviser positions; one for civil society and the other for parliaments have been established for an initial four-month period and will be based at the World AIDS Campaign International office in Cape Town and Southern Africa Development Community - Parliamentary Forum in Windhoek respectively. The post-holders will work closely with each other to
develop joint and common systems and to undertake joint project work in two or three SADC countries.
 
 
SOUTHERN AFRICA HIV PREVENTION CAMPAIGN ESTABLISHMENT ADVISER
(CIVIL SOCIETY):
 
Managed by the Africa Regional Coordinator of World AIDS Campaign International, working closely with the Southern Africa HIV Prevention Campaign Establishment Adviser (Parliaments), the person in this position will progress plans within civil society arising from the Movement's July 2009 target-setting
meeting and subsequent detailed planning work through:
         clear collation and communication of Movement plans and outcomes to date,
         clear collation and communication of key data, working with others,
         development of administrative and information systems,
         support for the growth of the regional and country-level architecture of the civil society-Parliaments partnership and the wider Movement,
         providing reports for and minute meetings of the steering group of the initiative,
         research as necessary, and collation of good and relevant civil society-focused good practice examples,
         production of detailed plans within a strategic framework, and
         initiation of a Movement website and associated systems to trace development of the initiative and allow for registration of members of the Movement and support for the Movement from among l e a d e r s;
all within the context of a new Movement in which the unexpected will be generated and will require actioning.
 
The Person
The ideal person for this position will have:
         An extensive knowledge of the role and operation of civil society in Southern Africa; a proven
understanding of the operation of democratic institutions in all or part of Southern Africa;
         The ability to set up and manage computer-based information systems, including databases and
knowledge management
         The ability to plan and deliver a complex workload
         The ability to conduct, analyse and record research, and conduct literature reviews
         The ability to write project proposals to a high standard
         A combination of a high degree of self-motivation and self-management with the ability to work
cooperatively over a long geographic distance
         An adequate knowledge of the key issues in HIV prevention.
         Fluency in English; An ability to work legally in South Africa.
