A Call for Proposal – Training Module Development
Background
The Southern Africa Development Community Parliamentary Forum (SADC PF) is a regional Parliamentary institution of the SADC. As the voice
SADC Parliaments, SADC PF facilitates people-centred engagement on regional matters through information sharing and building of knowledge base among parliamentarians.
The SADC Parliamentary Forum has distinguished itself as a leading player in the fight against HIV and AIDS in the SADC Region and the international community. Innovative initiatives by the Forum in this regard include the development of a Model Law on HIV and AIDS in Southern
Africa in 2008 to provide a legal framework for the review and reform of national legislation related to HIV and AIDS in conformity with international human rights law standards. The Model Law also provides Parliaments and Governments of Southern African states with a frame of reference within which to develop human rights compliant constitutional and legal frameworks in response to the HIV and AIDS epidemic in our part of the world.
Scope of the Assignment
SADC PF invites interested consultants, academic institutions and/or consultancy companies to submit proposals to develop Training Modules in the area of HIV and AIDS targeting mainly Parliamentarians and staff of Parliament. The candidates must have an excellent reputation, competencies and capacity to develop training materials.
Deliverables
The assignments involve developing the following Training Modules in the area of Parliamentary:
- Oversight Skills on Intellectual Property and Access to Medicine
- Monitoring of Public Health, HIV and AIDS Prevention Programmes
- Advocacy Strategies and Skills for HIV/AIDS Budget Analysis and Expenditure Monitoring by Parliament
- Integration of Human Rights based approach in HIV/AIDS
- Guide for Expression of Interest:
- Competent individual Consultants or Organisations are invited to choose the modules/s enumerated above and send their brief proposals, CVs and Profiles clearly articulating relevant experience.
Choosing a module should be done in tandem with careful reading and understanding of accompanying Terms of Reference
