INTERIM MISSION STATEMENT - SADC PARLIAMENTARY FORUM ELECTION OBSERVER MISSION TO NAMIBIA ELECTIONS 2009

Following the invitation by the Electoral Commission of Namibia (ECN), the SADC Parliamentary Forum constituted an Election Observation Mission to observe the 2009 Presidential and National Assembly Elections in Namibia. The forty member Mission was in the country from 20th November 2009 to 1st December 2009. Botswana Election Observation Mission, SADC Parliamentary Forum Interim Statement

New Secretary General Dr. Esau Chiviya, Curriculum Vitae
Dr. Esau Chiviya, a Public Sector Management Consultant has joined the SADC Parliamentary Forum as its 2nd subastantive Secretary General. He takes over from an illustrious 10 years the institution has enjoyed from Dr. Kasuka Simwinji Mutukwa’s leadership who nartured it from its infancy to where it is now, an institution of note, well recognised for its contribution in the region’s democratic institutions – chiefly, parliamentary democracy. Dr. Chiviya, who had been shortlisted with two more contestants for this position gained the edge over them because of extensive experience he has in the nature of work that the Forum engages in, as the brief notes below will show. MEDIA RELEASE: UNIQUE PARTNERSHIP BETWEEN PARLIAMENTARIANS AND CIVIL SOCIETY TO RESPOND TO HIV and AIDS IN SOUTHERN AFRICA
Key Parliamentarians and civil society organizations from Southern Africa (SADC) have forged a new partnership – the Movement for HIV Prevention - to tackle high levels of new HIV infections in the region, as the representatives of and the advocates for the people. They have committed to a target of halving the number of new HIV infections in the region within six years – 50% by (20)15. The proposed workshop will focus legal and policy issues that parliamentarians may face in drafting legislation and conducting oversight of trade agreements, health policy and other issues affecting access to medicines. More specifically, the workshop seeks to train a cadre of members of parliaments (MPs) on the effects of applying a human rights framework to access to medicines law and policy, including intellectual property, competition, medicines regulation (including pricing and availability measures) and trade law frameworks. The 22nd Election Observer Mission of the Forum arrived in Tshwane on the 13th April 2009. The arrival of the mission was in response to an open invitation by the Independent Electoral Commission (IEC) for organisation to apply for accreditation to observe South Africa’s fourth democratic elections. This is the second time that Forum has had the opportunity to observe election in South Africa, having observed similar election in 2004.

SADC PF HIV/AIDS Researchers Sharpen Skills

Windhoek (15 February 2009) -Newly-appointed SADC Parliamentary Forum (SADC PF) researchers seconded to southern African parliaments that are affiliated to the Forum have been sharpening their skills in running HIV/AIDS programmes.

Beginning last Wednesday, the researchers, whose experience in working with parliamentary HIV/AIDS programmes ranged from just two days to one year, met for three days to exchange notes on how to be efficient in their work. Read More

He assumed the post when the Executive Committee of the SADC PF stepped down on rotation at the same 24th Plenary which ended its eight-day summit on Thursday 27th November 2008 in Arusha, Tanzania. Workshop on consideration of model legislation on HIV & AIDS - Proceedings Report
The Chairperson commenced proceedings at 9.15am, noting that some delegations were still to arrive.  In her introductory statements, Hon Patel noted that the SADC Parliamentary Forum’s engagement on the HIV and AIDS model law initiative could be traced back to the Forum’s regional workshop on HIV and AIDS held in Namibia in February 2002.  At this workshop a resolution was adopted on the development of an HIV and AIDS model law for the SADC region.

Prior to the arrival of the main Mission team on 14 June 2008, an advance team of ten (10)MPs and eight (8) support was deployed on 8 June 2008 with the objective of assessing the prevailing pre-election environment by monitoring the state of preparedness and the political developments in the country. Following their accreditation the Advance Team visited the suburbs of Harare and the neighbouring provinces of Mashonaland East, Central and West and Manicaland. Sex in Prisons

The SADC Parliamentary Forum Secretariat through its HIV/AIDS program has an obligation to advocate and build the capacity of the MPs in responding to the fight against the AIDS pandemic in our region, be it in their respective Parliaments as well as in the domains of their respective constituencies. Last year in November, the Forum organized a Deliberative Session for Members of Parliament and Legal Drafters on Model Legislation for HIV and AIDS in the SADC Region which was held in Dar es Salaam, Tanzania. The recently organized capacity Building Workshop in Pretoria on HIV/AIDS budget analysis and expenditure monitoring for members of Public Accounts Committees and parliamentary staff from the region stand out as an examples.
