Dr. Kasuka Mutukwa was elected first Secretary General of the
Southern African Development Community Parliamentary Forum in 1999. The Forum is an autonomous regional organisation of 13 Parliaments of Southern Africa with over 2000 MPs (from South Africa to Mauritius and Angola to Mozambique). He is the CEO of the Forum responsible for establishing the Forum’s corporate and institutional development. Under his stewardship, he initiated the adoption by the MPs of the region of a Strategic Plan (2000-2005) with emphasis on Governance, Gender Equity and regional thrust on enhancing the role of parliamentary leaders in addressing the HIV/AIDS pandemic all within the context of regional integration including creating conditions for wider markets and investment opportunities.

He has co-ordinated all of the Forum’s Election Observation Missions in 19 SADC Presidential and Parliamentary Elections involving 1000 MPs and staff of Parliaments. The SADC Parliamentary Forum was the first regional organisation in Africa to develop Norms and Standards for Democratic elections. Dr Mutukwa has been re-elected Secretary General of the SADC Parliamentary Forum for a further 5 years ending in July 2009. As Secretary General, he has also coordinated the development of the second Strategic Plan of the Forum (2006-2010) with focus on the strategic objectives.

Following a Needs Survey in the region, at the behest of Dr Mutukwa, the SADC Parliamentary Forum has launched a Leadership Parliamentary institution for MPs and staff he has directed capacity development programmes for orientation of new MPs.

In 2003, Dr Mutukwa was one of two candidates for the position of Deputy Chairperson of the Commission of the African Union (AU) at AU Summit held at Maputo, Mozambique. He has participated in major policy meetings of SADC, ECA, UN bodies and Inter-parliamentary organizations notably the Inter-Parliamentary Union (IPU) and the Commonwealth Parliamentary Association (CPA).

Professionally, Dr. Kasuka Mutukwa has over twenty years of extensive professional and practical expertise and experiences in fields of international relations and developments, institutional capacity and policy management, regional capacity development, developmental issues, diplomacy and elections management. He had served as the Director General of the Eastern and Southern Africa Management Institute (ESAMI) based at Arusha, Tanzania the lead regional management development centre in Africa for 18 countries.

Experience acquired from past responsibilities, duties and activities including consultancies with major institutions such as UNDP, USAID and other development agencies, civil society and guest lectured in various institutions.

1996-1999:

During this period Dr. Mutukwa served as a Member of Parliament for the Nalolo Constituency in Zambia where he chaired Parliamentary Committees on the Economy and Education respectively and leadership oversight roles on Economy, Transparency, Gender and Human Rights issues. He also served as Member of the Standing Orders Committee of the Parliament of Zambia responsible for parliament’s policy and programme management.


1987-1993:

Dr. Mutukwa served as the Chief Executive of Eastern and Southern African Management Institute. He piloted ESAMI Corporate growth and was responsible for its turn-around to embrace 18 countries. This program enhanced organisational efficiencies in a wide range of institutions, including civil services and parastatals in the region. From 1985-1987, he was the Deputy Director in charge of professional co-ordination and quality assurance at ESAMI. He directed top level public services, leadership programmes that were attended by high level officials some of whom form the core of leaderships of the public services of the region.

1981-1985:

Dr. Mutukwa was the Chief of Environmental Education and Training of the United Nations Environment Program based in Nairobi, Kenya. The programs he initiated and/or directed received regular support from the UNEP Governing Council and included the management of the UNEP-UNESCO International Environmental Education Program whose sub-centres were at Paris, Bangok, Mexico city and Dresden.

Dr. Mutukwa had joined the UN Secretariat after serving as the Deputy Permanent Representative of Zambia to the United Nations in New York from 1977-1981. In addition to regular diplomatic activities, he served as the Zambia’s Alternative Representative on the Security Council (1979/80); and its Committees. He was also the Zambian Representative on ECOSOC and the UN Secretary-General’s Committee on Disarmament Studies, among others. He also served as Zambia’s alternate delegate on the United Nations Council for Namibia during which time he established relations with leaders of the SADC countries.

Dr Kasuka Mutukwa’s career started at the University of Zambia where he rose to the position of Head of the Department of Political and Administrative Studies. He has travelled extensively and published on regional cooperation of Eastern and Southern Africa. He holds 4 University Degrees. The academic qualifications are PhD, M.Phil (Columbia University, NY, USA 76); M.A. (George Washington University) and B.A. (University of Zambia) all in the field of Political Science and International Relations.

He was born on 11 April 1947 in Zambia. He is married to Gladys Nhekairo Mutukwa, an Eminent Lawyer with LLM degree and Gender Advocate and blessed with two sons. Son Msekiwa is an Investment Banker with Msc in Investment Finance.
