Human Resources and Capacity Development Sub-Committee

Human Resources and Capacity Development Sub-Committee which makes recommendations on the conditions of service of Forum staff and reviews reports from the Parliamentary Capacity Development Steering Committee ( PCD).  The Human Resources and Capacity Development Sub-Committee is made up of the Vice-Chair of the Forum, who is the Chair of the Sub-Committee, the Treasurer and other members who may be elected by the Executive Committee.

The sub-committee will have the following functions:

  1. consider the recommendations of the Secretary-General regarding the appointment of staff;
  2. to make recommendations to the Executive Committee on the terms and conditions of employment of Forum staff;
  3. review staff probation and termination issues and make recommendations to the Executive Committee;
  4. review the reports of the Parliamentary Capacity Development Steering Committee;
  5. to make recommendations to the Executive Committee on issues and priorities of the Forum in relation to parliamentary capacity development; and
  6. deal with any other matter referred to it by the Executive Committee.

The quorum for the Human Resources and Capacity Development Sub-Committee is a simple majority of its members.  If the quorum is not reached, the President co-opts other members of the Executive. Committee to serve on the sub-committee on an interim basis, for the purpose of transacting business. Decisions must be taken by consensus and in case of failure to reach consensus, these decisions must be referred to the Executive Committee. The committee will be assisted by a staff member from the SADC PF Secretariat appointed by the Secretary General.
