 1. Introduction et contexte de la mission

Le Forum parlementaire de la SADC est la principale organisation interparlementaire de l’Afrique australe qui est mandatée par son Assemblée plénière pour élaborer et surveiller l’intégration sur le plan national de lois types, de normes minimales et d’autres instruments normatifs connexes. Les lois types élaborées par le Forum représentent un puissant outil permettant aux parlementaires de demander des comptes à l’exécutif car elles constituent des instruments instructifs qui induisent la mise en place de dispositions juridiques et administratives faisant office de meilleures pratiques régionales susceptibles de guider l’action de Parlements nationaux. Progressivement, les parlementaires intègrent à l’échelle nationale les lois types adoptées par le Forum, un suivi régulier étant assuré par l’intermédiaire du Comité parlementaire régional de surveillance des lois types (RPMLOC), l’organe dédié du Forum institué pour évaluer l’efficacité des mesures visant à l’intégration des lois types sur le plan national.

As we commemorate the International Day of Parliamentarism on 30th June 2024, the Southern African Development Community Parliamentary Forum (SADC PF) and the International Institute for Democracy and Electoral Assistance (International IDEA) jointly reaffirm the importance of Parliament as a cornerstone of democracy.

Au moment où nous commémorons en ce 30 juin 2024 la Journée internationale du parlementarisme, le Forum parlementaire de la Communauté de développement de l’Afrique australe (FP SADC) et l’Institut international pour la démocratie et l’assistance électorale (International IDEA) réaffirment ensemble l’importance du Parlement en tant que pierre angulaire de la démocratie.

WINDHOEK, NAMIBIA - The SADC Parliamentary Forum and the International Institute for Democracy and Electoral Assistance (International IDEA) on Monday signed a Memorandum of Understanding to consolidate and strengthen democracy in Southern Africa.

The Secretary General of SADC PF, Her Excellency Boemo Sekgoma and the Secretary General of International IDEA, Dr Kevin Casa-Zamora signed the MoU at the SADC PF headquarters in Windhoek, Namibia.

It also emphasizes the prioritizing of the needs of the most vulnerable.

 

In an era marked by escalating climate risks and the increasing frequency of natural disasters, the need for climate adaptation has never been more urgent. Despite mounting evidence of the dire consequences of climate change, global action remains insufficient to address the evolving challenges. While climate change is a threat to countries around the world, the capacity to adapt to climate-related disasters varies significantly.

It gives me great pleasure to present this message to the Member Parliaments of the Forum and its partners in honour of World Day to Combat  Desertification  and Drought 2024, which is being observed under the theme: “United for Land:  Our Legacy. Our Future.” With a focus to mobilize all parts of society in support of sustainable land stewardship. The commemoration coincides with the 30th anniversary of the United Nations Convention to Combat Desertification (UNCCD)— the sole legally binding international treaty on land management and drought.

 

STATEMENT BY THE SADC PARLIAMENTARY FORUM SECRETARY GENERAL ON WORLD DAY TO COMBAT DESERTIFICATION AND DROUGHT, 17 JUNE 2024

Dear Members, Parliamentarians and Partners,

It is with immense pleasure that I release this Statement on the occasion of the Day of the African Child, commemorated in 2024 under the theme “Education for all Children in Africa: the Time in Now”. This theme congruently resonates with the theme of the African Union for 2024 which focuses on building resilient education systems for an increased access to inclusive, lifelong, quality and relevant learning in Africa, and represents a positive step towards closing the gaps to attain Sustainable Development Goal 4 on equitable quality education.
