- INTRODUCTION
The Southern African Development Community Parliamentary Forum (SADC-PF) has embarked on a new SRHR, HIV and AIDS Governance Project that has ran for four (4) years from 1st July 2019 – 31st March 2023. The project is funded by the Embassy of Sweden (SIDA) and has being implemented by 11 countries including Namibia. As such, the National Assembly has signed a memorandum of Understanding (MOU) with the Southern African Development Community Parliamentary (SADC PF) to implement the SRHR, HIV/AIDS Governance Project.
The project is expected to achieve the universal access to integrated SRHR, HIV/AIDS and related rights, including bringing forward social change, improved health and respect for human rights that are enjoyed by all in the SADC region.
The project also seeks to encourage MPs to strengthen their capacity and advocate for SRHR, HIV/AIDS through legislative, budgetary, oversight and visible representations and champion SRHR issues in view of reducing discrimination and stigmatization of PLHIV, Key Populations and marginalized groups at regional level.
In accordance with the successful completion of the previous SRHR, HIV/AIDS and Governance Project (2014-2018), the National Assembly under the new project will continue to build upon its successes and to carry on with the multi-sectoral approach in the analysis of the prevailing legal and policy gaps around the six (6) thematic areas that have been identified. As follow:
- Sexual Gender Based Violence and Gender inequality;
- Early and Unintended Pregnancy and safe abortions;
- Commodity Security and Access to SRHR and HIV/AIDS related services in view of reinforcing health systems and contributing to Universal Health Coverage;
- Comprehensive Sexuality Education;
- Non-discrimination and Protection of Key Populations;
- Upholding of democracy and human rights
Legislative, budgetary, oversight and representative functions by MPs will thus be framed within the 6 identified Focus Areas.
It is against this background that SADC Parliamentary Forum and the National Assembly is proposing to have a multi-stakeholder consultative workshop on the end of SRHR Project performance review, for the period of 2019-2023.
- PURPOSE
To this end, the review will ensure a smooth Project conclusion that recognises and acknowledges the progress made, good practices and identify gaps in a manner that sets the base and tone for sustaining the SRHR activities by making use of the existing partnerships framework and relevant Parliamentary Standing Committees.
- OBJECTIVES
- Deliberations on the main achievements made during the Project and the challenges encountered, year 2019-2023
- Discussions of how the Project may be internalised/institutionalised at National level
- Discussions on survival of coordination processes at the level of the National Working Group and how to improve coordination under the auspices of Parliament
- Reactions/Understanding stakeholders influence on the project
- Map out key SRHR activities beyond the current project
- Appreciation of stakeholder’s participation over the last Project years.
- HOSTS
National Assembly in collaboration with the SADC Parliamentary forum will host the proposed review.
- PARTICIPANTS
The review will bring together key stakeholders (line Ministries, Development and Funding Partners, Civil Society Organisations), Members of Parliament, Staff of Parliaments who have been active in the project and will be asked to share their reactions on the role they played on the project. A total of 25 delegates are expected to participate in this review.
- DATE AND VENUE: 31 March - 02 April 2023, at Swakopmund, Plaza Hotel.
Participants are expected to arrive on 31 March 2023 ad depart on 02 April 2023.
- METHODOLOGY
The review will be an in – person meeting, to be conducted through interactive sessions. The facilitators will be drawn from the National Working Group of the SRHR Project.
- COST OF THE REVIEW
SADC-PF will cover the cost of the Rapporteur, Accommodation, Conference and catering costs, Perdiem for participants. While National assembly will provide an official transport for staff below the management. Line Ministries and Civil Society Organizations (CSO’s) are expected to make provision for official transport for nominated participants.
