Ms Boemo M. Sekgoma, Secretary General-SADC-PF

Ms Boemo Mmandu Sekgoma holds a Masters of Arts in Clinical Mental Health, from the Lesley University, Boston, Post Graduate Diploma in Community Counselling, from the University of Botswana, Gaborone, Botswana, a Bachelor of Arts in Humanities, from the University of Botswana, and a Certificate in Promoting and Managing HIV and AIDS Prevention programs from the University of Exeter, England,

She is currently the Secretary General of the SADC Parliamentary Forum, an apex inter-parliamentary organisation established within the institutional framework of the SADC, vested with an enormous responsibility towards the region. Whilst it is grounded on its durable partnership with 15 national Parliaments within Southern Africa, the Forum is committed to spearheading social change through inter-parliamentary collaboration, particularly in areas which pose the most pernicious challenges and require corrective action through Parliaments.

Armed with staunch experience in advocating for policy initiatives at parliamentary level, Ms Sekgoma was selected to become the first-ever woman Secretary General of the SADC-PF in August 2019. She now works tirelessly to advance the Strategic Objectives of the Forum which includes promoting inter-parliamentary cooperation, diplomacy and dialogue on issues of regional interest in view of advancing democratisation and socio-economic development for SADC Member States.

The career advancement of Ms Sekgoma is a brilliant illustration that opportunities can unfold in Southern Africa for meritorious and hard-working women.

O Fórum Parlamentar da SADC (SADC PF) foi estabelecido como uma instituição da Comunidade de Desenvolvimento da África Austral, de acordo com o Artigo 9(2) do Tratado da SADC em 8 de Setembro de 1997, pela Cimeira de Chefes de Estado e de Governo da SADC realizada em Blantyre , Malawi. O principal objetivo da Cimeira para a criação do Fórum foi “constituir um Quadro Parlamentar Regional para o diálogo sobre questões de interesse e preocupação regional”. Atualmente, o Fórum Parlamentar da SADC tem como membros quinze (15) parlamentos representando mais de 3500 parlamentares na região da SADC. Estes parlamentos membros são Angola, Botswana, República Democrática do Congo (RDC), Eswatini, Lesoto, Madagáscar, Malawi, Maurícias, Moçambique, Namíbia, África do Sul, Seicheles, Tanzânia, Zâmbia e Zimbabué.

O Fórum procura trazer experiências regionais a nível nacional, para promover as melhores práticas no papel dos parlamentos na cooperação e integração regional, conforme descrito no Tratado da SADC e na Constituição do Fórum. O seu principal objectivo é fornecer uma plataforma para os parlamentos e parlamentares promoverem e melhorarem a integração regional na região da SADC, através do envolvimento parlamentar.

Os objetivos do Fórum abordam uma ampla gama de questões, incluindo, mas não se limitando a:

  • Promoção dos direitos humanos, igualdade de gênero, boa governança, democracia e transparência;
  • Promoção da paz, segurança e estabilidade;
  • Acelerar o ritmo da cooperação econômica, desenvolvimento e integração com base na equidade e benefícios mútuos;
  • Facilitar o trabalho em rede com outras organizações interparlamentares;
  • Promover a participação de organizações não governamentais, empresas e comunidades intelectuais nas actividades da SADC;
  • Familiarizar os povos da SADC com as metas e objetivos da SADC; e
  • Informar a SADC das opiniões populares sobre o desenvolvimento e questões que afectam a região.

Le Forum parlementaire de la SADC (SADC PF) a été créé en tant qu'institution de la Communauté de développement de l'Afrique australe, conformément à l'article 9 (2) du Traité de la SADC le 8 septembre 1997, par le Sommet des chefs d'État et de gouvernement de la SADC tenu à Blantyre. , Malawi. L'objectif principal du Sommet pour la création du Forum était de "constituer un cadre parlementaire régional pour le dialogue sur les questions d'intérêt régional". Actuellement, le Forum parlementaire de la SADC compte quinze (15) parlements représentant plus de 3 500 parlementaires dans la région de la SADC. Son objectif principal est de fournir une plate-forme aux parlements et aux parlementaires pour promouvoir et améliorer l'intégration régionale dans la région de la SADC, grâce à la participation parlementaire.

Les objectifs du Forum abordent un large éventail de questions, y compris, mais sans s'y limiter :

  • Promotion des droits de l'homme, de l'égalité des sexes, de la bonne gouvernance, de la démocratie et de la transparence ;
  • Promotion de la paix, de la sécurité et de la stabilité ;

  • Informer la SADC des points de vue populaires sur le développement et les problèmes affectant la région.

Composition and Functions of the RWPC

  1. The Regional Women’s Parliamentary Caucus (RWPC) shall comprise Chairpersons of National Women’s Parliamentary Caucuses and all female Representatives of the Forum.
  2. The Chairperson of RWPC shall be an ex-officio member of the Executive Committee of the Forum.
  3. The Chairperson and Vice- Chairperson of the RWPC shall be elected from among the Chairpersons of the National Women’s Parliamentary Caucuses and shall adhere to the principle of rotation.
  4. The RWPC shall submit its report to the Executive Committee for noting.
  5. The RWPC shall report directly to the Plenary Assembly.

The functions of the RWPC shall include the following:

  1. lobbying and advocacy on equal and equitable representation of women in political and decision-making positions in SADC Member States in line with the SADC Protocol on Gender and Development and other continental and international instruments;
  2. creating a platform for women Parliamentarians to mobilise on women’s agenda for equality, equity and effective representation of women in Parliament and political parties;
  3. capacity development for women Parliamentarians for effective participation and performance; and
  4. creating avenues for knowledge sharing by women Parliamentarians at Regional level.

Membership consists of all women MPs

Reporting of the RPMLOC

  1. The RPMLOC, constituted in accordance with Article 16 of the Constitution, shall submit its report to the Executive Committee for noting.
  2. The RPMLOC shall report directly to the Plenary Assembly.
