REGIONAL MEETING TO VALIDATE KNOWLEDGE TOOLS FOR PARLIAMENTARIANS AND STAKEHOLDERS IN CURBING CORRUPTION AND PROMOTING HUMAN RIGHTS IN THE SADC REGION TO BE HELD ON 8TH AND 9TH FEBRUARY 2023 IN JOHANNESBURG, SOUTH AFRICA
CONCEPT NOTE
1.0 Introduction
Strengthening institutions of governance and accountability is a central pillar of the work of the SADC Parliamentary Forum. In this regard, the SADC PF Constitution enjoins the Forum "to promote the principles of … governance … within the SADC Region." 1 This is critical given that SADC Member States face various governance related challenges as evidenced by the poor results during corruption perception index (CPI) and other governance related surveys. For instance, the according to the 2021 corruption perception index (CPI), only three countries of the region are above 50 percentage point, namely Seychelles (70), Botswana (55) and Mauritius (54).

TERMS OF REFERENCE TO CONTRACT A CONSULTANT TO DEVELOP A SCORECARD TO ASSESS THE ALIGNMENT OF SADC MEMBER STATES EXISTING PUBLIC FINANCE MANAGEMENT LAWS WITH THE PROVISIONS OF THE SADC MODEL LAW ON PUBLIC FINANCIAL MANAGEMENT
I. BACKGROUND AND RATIONALE FOR CONSULTANCY
The SADC Parliamentary Forum is an institutional organ of the Southern African Development Community (SADC) which is mandated to promote inter-parliamentary cooperation and convergence on issues of regional interest by inter alia developing legal normative content that can serve as benchmarking guidance for national Parliaments. In accordance with the Forum's Strategic Plan (2019-2023), respect for financial accountability and transparency is a guiding principle of the Forum whilst good governance and prudential planning remain essential values subscribed to by the organization.
One of the core functions of Parliament is to exercise oversight over the public budget appropriated and to ensure that the budget is used efficiently for voted purposes only. Additionally, Parliaments are entitled to ensure that the State progressively domesticates international commitments such as the Sustainable Development Goals (SDGs) and promotes national alignment with regional and continental agendas such as Agenda 2063: the Africa We Want.
