Composição e Funções do RWPC

  1. A Bancada Parlamentar Regional das Mulheres (RWPC) é composta pelos Presidentes das Bandas Parlamentares Nacionais das Mulheres e por todas as Representantes do Fórum do sexo feminino.
  2. O Presidente da RWPC será um membro ex-officio do Comitê Executivo do Fórum.
  3. O Presidente e o Vice-Presidente do RWPC são eleitos de entre os Presidentes das Bandas Parlamentares Nacionais de Mulheres e respeitam o princípio da rotatividade.
  4. O RWPC apresentará o seu relatório ao Comité Executivo para anotação.
  5. O RWPC informa directamente a Assembleia Plenária.

As funções do RWPC incluem o seguinte:

  1. lobbying e advocacia sobre a representação equitativa e equitativa das mulheres em posições políticas e de tomada de decisão nos Estados-Membros da SADC, em conformidade com o Protocolo da SADC sobre Género e Desenvolvimento e outros
  2. a criação de uma plataforma para as mulheres parlamentares se mobilizarem sobre a agenda das mulheres para a igualdade, a equidade e a representação efetiva das mulheres no Parlamento e nos partidos políticos;

Relatórios do RPMLOC

  1. O RPMLOC, constituído nos termos do artigo 16.º da Constituição, submeterá o seu relatório à Comissão Executiva para anotação.
  2. O RPMLOC responde diretamente perante a Assembleia Plenária.

Composition and Functions of the RWPC

  1. The Regional Women’s Parliamentary Caucus (RWPC) shall comprise Chairpersons of National Women’s Parliamentary Caucuses and all female Representatives of the Forum.
  2. The Chairperson of RWPC shall be an ex-officio member of the Executive Committee of the Forum.
  3. The Chairperson and Vice- Chairperson of the RWPC shall be elected from among the Chairpersons of the National Women’s Parliamentary Caucuses and shall adhere to the principle of rotation.
  4. The RWPC shall submit its report to the Executive Committee for noting.
  5. The RWPC shall report directly to the Plenary Assembly.

The functions of the RWPC shall include the following:

  1. lobbying and advocacy on equal and equitable representation of women in political and decision-making positions in SADC Member States in line with the SADC Protocol on Gender and Development and other continental and international instruments;
  2. creating a platform for women Parliamentarians to mobilise on women’s agenda for equality, equity and effective representation of women in Parliament and political parties;
  3. capacity development for women Parliamentarians for effective participation and performance; and
  4. creating avenues for knowledge sharing by women Parliamentarians at Regional level.

Reporting of the RPMLOC

  1. The RPMLOC, constituted in accordance with Article 16 of the Constitution, shall submit its report to the Executive Committee for noting.
  2. The RPMLOC shall report directly to the Plenary Assembly.

This is the Management Board of the SADC Parliamentary Forum and is composed of seven Speakers of Parliament and seven Members of Parliament at any one time. All Member Parliaments are represented on the Executive Committee.

The Executive Committee oversees policy implementation and all issues related to the management of the Forum. It has three Sub-Committees:

  • Finance Sub-Committee

  • Human Resources Sub-Committee

  • Legal Sub-Committee

All sub-committees report directly to the Executive Committee.

The Executive Committee is the core management body that:

  • Monitors implementation of decisions from the Plenary Assembly

  • Reports to the Plenary Assembly

  • Prepares the agenda for the Plenary Assembly

  • Presents the annual budget and audited accounts to the Plenary Assembly

  • Submits the annual implementation plan of the Forum

  • Recommends constitutional amendments and rules of procedure

  • Reviews annual membership contributions

  • Appoints staff and ensures gender and geographic representation

  • Takes binding decisions between Plenary Assembly meetings

The composition, tenure, and sessions of the Executive Committee are governed by Article 12 of the Constitution.

Sub-Committees of the Executive Committee

The Executive Committee is informed by the following sub-committees:

  • Parliamentary Business Sub-Committee

    • Responsible for the business of the Plenary Assembly

    • Composed of: President, Vice President, Plenary Host Speaker, Treasurer, RWPC Chairperson (ex-officio), and Secretary General

  • Legal Sub-Committee

    • Advises on constitutional, legal, and procedural matters

  • Finance Sub-Committee

    • Advises on the Forum’s financial affairs

  • Human Resources and Capacity Development Sub-Committee

    • Recommends terms of service for staff and evaluates PCD Steering Committee reports

The Executive Committee may also establish other Sub-Committees or Ad hoc Committees as needed. Upon election of the President and Vice-President and designation of the Treasurer, the Executive Committee immediately forms the Sub-Committees.

The first meeting of each Sub-Committee is convened by the Secretary General, during which a Chairperson and Vice-Chairperson are elected.

Procedure for Election to the Executive Committee

Nomination Guidelines

  • SG notifies National Parliaments 60 days prior to elections

  • Parliaments must submit full nominee details within 30 days

  • Nominations that do not follow guidelines are rejected

Election Process

  • The Secretary General serves as Returning Officer

  • Outgoing Executive Committee confirms nominee credentials

  • Electoral College: All Plenary Assembly Members

  • Simple majority quorum required for elections

  • No repeat elections to President or Vice-President before rotation cycle is complete

  • Gender and opposition representation rules apply

  • Elections are by secret ballot if multiple candidates are nominated

  • Results are announced by the Returning Officer

  • Electoral process is open to observers from National Parliaments

Trade, Industry, Finance and Development Integration deals with matters related to economic cooperation, industry and trade, mining, finance and investment and regional integration and infrastructure development;
